SPEKERS PROFAIL

Y.BHG. TAN SRI DR NORDIN KARDI
President of PERKAMA / University Utara Malaysia

Nordin Kardi earned his Ph.D in Student Personel Services in Higher Education from the University of Hull,  England,  a Master of Art in Counseling from the Western Michigan University, USA and his first degree in Psychology and Economics from the Universiti Kebangsaan Malaysia.  In 2006, he attended the Advanced Management Program (AMP171), Harvard University Business School (HBS).  He is now an alumni member of all the four prestigious institutions of higher learning.

Having served for 33 years as a civil servant he is now an A Profesor at  the  College of Arts and Sciences, Universiti Utara Malaysia.  His last position was the Vice Chancellor of the same University for five years (2005-2010).  Prior to his appointment as the VC of UUM he was the Director General of Civics Bureau (BTN) of the Prime Ministers Department (1999-2005), serving two Prime Ministers namely Dr Mahathir Mohamad dan Abdullah Ahmad Badawi . It was during his time as the DG that  the BTN’s Work Procedures was certified ISO. 

Nordin was one of the pioneer Senior Managers at the National Accreditation Board, Malaysia (now MQA) in 1977 until 1999 and instrumental in the development of NABM accreditation framework for social sciences.  He was also directly involved in the preparation of NABM’s ISO certification and in the drafting of the Regulations of NABM Act of 556, along with the Drafting Division of the  Attorney General Office.

His professional involvement at National and Internation level, to name a few, includes:  The President of  the Malaysian Counseling Association (until present),  a  Board member of the Muslim Economic Development Foundation, Malaysia (YAPEIM) (until Present); The President of the Association of Malaysian Universities (until 2010);  the President of the Association of Malaysian Statutory Bodies (until 2010);  a Board member of the Association of the Southeast Asean Institution of Higher Learning (until 2010);  a member of the Council of Advisors to the Institute of Public Administration, Malaysia (INTAN) (2009 until 2012);  a Board member of Darul Ridhwan Islamic College (2009-2011), a member of the Council of Vice Chancellors (until 2010), Malaysia;  a Board member of the Malaysian Examination Council (until 2010);  a  Board member of the Multimedia Technology Enhancement Operations Sdn.  Bhd. (METEOR) (the owner of the Open University Malaysia); Joint Chairman of the Technical Committee on The Implementation of the Self-Generating Income Towards University Finantial Autonomy, Ministry of Higher Education, Malaysia (until 2010); a  panel member (appointed by the Prime Minister, Malaysia) of the Consultative Council of the Malaysian Anti Corruption Commission (2009-2011); a member of the Permanent Committee on Qualification Recognition, Malaysia (until 2010);  a member of the National Security Council Malaysia’s Task Force Committee  (1999-2005); Chairman of the Cabinet Committee of the National Service Malaysia’s Curriculum (until 2005), a Member of the National Youth Consultative Council (until 2005);  a Member of the Malaysian Industry Government Group for High Technology (MIGHT) regular Meetings.

During his tenureship as an academic at UPM, whose last position was the Deputy Dean of the Faculty of Educational Studies, he was very active in consultancy work for human resource affairs  at both Government and Private Sectors, to name a few,  which includes Maybank Life (Guest Counselor), Shall (trainer), Usra Tampi Proton Vendor (trainer), National Privident Fund  (KWSP) (guest counselor), National Football Team (psychological trainer).  He was a regular invited consultant lecturer and workshop facilitator for various programmes organised by the various goverment departments including the Pilgrimage Fund (Tabung Haji), Royal Custom Malaysia, Federal Agricultural Marketing Authority (FAMA), Federal Land Development Authority (FELDA), MARA, Royal Police Malaysia, Military College, Malaysian Coordinating Unit (MAMPU), HICOM, EON, PERODUA and the various government ministries.

As an academic at UPM he was an active and keen researcher, before he left  research activities for other priorities in LAN and Prime Minister’s Department.  Some of the research grants he has secured as a team member and individually includes:  Graduates Tracer Study  KPM/UPM  (RM116,000.00 – completed 1986),  New Students’ expectation of Campus Live (RM2000- 1986) Assessment of the Need and acceptance of Guidance and Counseling Services at Schools Under Fifth Malaysia Plan (RM48,000 –  1986- 1990),  Graduates of other UPM’s Guidance and Counseling Program (operation expenses borned by Research Allocation of the Faculty of Educational Studies, UPM – 1986), UPM’s Graduates Career Advancement (RM11,000 -1989), People’s Acceptance of Sarawak DevelopmentRationale for the provision of Student Personnel Services in Malaysian Universities (alone) ( RM8,000.00 – 1993), Factors Attracting Adolescents to Entertainment Centres (RM60,000 – 1995),  Execution of Counseling Services at Schools in Malaysia (RM40,000 – 1995).  (RM400,000 – 1988),

His latest international presentations include: Student Representation in Decision-Making Process of the University Administrative Systems’  presented at the ‘Regional Convention on Student Development : Nurturing Student Leadership Talent’, at The Patra, Bali Resort and Villas, Bali, Indonesia on 28 – 31 May 2009;  (with others)  ‘Enhancing Employability Initiatives :  Malaysia Experience’ presented at The 2009 ASAIHL Conference, at the University of Kelaniya, Sri Lanka on 20 – 22 May 2009;  Emerging Actors on the Global Landscape-Their Specificity, Role and Links to Associations’ presented at the IAU 3rd Global Meeting of Associations of Universities and Other Higher Education Institutions, at the University of Guadalajara, Mexico on 20 – 22 April 2009.  Custom Education : Country Report:   Malaysia’ presented at the WCO Picard Conference Partnership in Customs Academic Research and Development, in Brussels, Belgium on 27 – 28 March 2007.

In recognition of his contribution to the Nation, the King of the Country,  The Yang Dipertuan Agong, has bestowed him two awards namely Panglima Setia Mahkota (PSM) which entitled him the title of Tan Sri (PSM - June 2007) and a Johan Setia Mahkota (JSM - July 2001).  The King of Negeri Sembilan has bestowed him with Kelas Pertama Darjah Setia Negeri Sembilan (DSNS – September 2001).  The King of Kedah has awarded him two awards namely Dato’ Paduka Mahkota Kedah (DPMK – January 2007)  and Gemilang Seri Mahkota Kedah Yang Dihormati (DGMK – January 2009).  He was also awarded Datoship by the King of Perlis namely Dato’ Paduka Mahkota Perlis (DPMP - May 2007).
